An off-duty Los Angeles Police Department officer was killed when the black auto he or she was riding in collided with another vehicle.
"Losing an officer is devastating, but the pain is intensified for the men and women of the Department when it happens during what is supposed to be the happiest time of the year", Rubenstein wrote.
The vehicle exited the freeway at First Street in Simi Valley and continued to evade officers eastbound on Cochran Street.
Neither the age nor gender of the deceased LAPD officer were immediately available from Ventura County officials on Sunday.
The Uber driver had a passenger, though no one else has been identified.

Trump's election has upended the Democratic Party, which expected to not only win the White House but also carry the Senate. Of course, how much that hacking may have helped Trump, or hurt Clinton, is impossible to gauge.
"We do believe that somebody may have violated the right of way that created this collision", Simi Valley Police Department Deputy Chief Joseph May said.
Once on Sycamore Drive, the vehicle pulled over and both a passenger and driver exited. "Please don't drink and drive or use drugs and drive".
The cause of the crash was still under investigation, Brill said.
Brill would not say how many others were injured in the collision but said more information would be forthcoming Sunday.
